Integrated choose user dialog

We should integrate the "favourite users" dialog and "search users" dialog, launched by buttons when editing user list.

An idea would be to have 2 "panels" or "columns" in the same dialog. The favourite user dialog would become "suggested users" and would show favourites but also context-related users (such as authors when we need to choose among authors, etc.).

It is not advisable to also integrate "add new user", since the concept is different (create a new user instead of search one in the database) and the integration is difficult.
