Session Coordinators shouldn't be able to expand sessions

Quand un Session Coordinator veut rajouter une contribution dans un interval (que le Conference Manager -moi- a cree a l'avance) le systeme le laisse faire et il met la contribution, mais:

-- le systeme donne un message d'erreur comme le suivant:
Your changes triggered the automatic modification of some settings:

    * The ending time of the session interval Parallel Session 01 - Early Experience from LHC Running was moved from 18:00  to 16:15
    * The ending time of the session interval Parallel Session 01 - Early Experience from LHC Running was moved from 18:00 to 16:35


-- la duree de l'interval est en effet change (un Session Manager ne devrait pas avoir le droit de le faire!)

[FIX] Session Coordinators - privileges

• also refactored a bit the "move up/down" arrows, since they didn't work OK for coordinators;
• dynamic resolution of conflict solving flag ("check");
• fixes #318
