Add materials doesn't work with some files (issue with supporting some characters in file names)

When trying to upload a file using the Add Material option in the Event Management -> Materials view the upload will fail if the filename includes special characters.

No error is displayed, nor can I find one in the log files. The upload simply fails silently.

A work-around is to rename the file, but ideally the special characters should be supported. An example file which does not upload is attached for reference.
