Allow to set status when admin creating registrant

- When adding a user after registration closes, it would be useful to be able to assign custom statuses immediately if you are a manager adding someone by hand. Right now you need to:
1) Add new,
2) fill and save form,
3) back to registration management search for new name,
4) do the 4 click operation described above to change statuses.
