administrator recovery not documented

Description

It may well happen that the password of all administrator users is lost, or even which users are administrators.

There should be a tool external to the web interface to reset the administrator user list or to make a user an administrator.

I think that this can be done by typing in statements at the Python command prompt, but these should be at least documented.

BTW this is from 0.92.2, so it may have been done in the meantime, but I have had a brief look and it does not seem to be in a ticket or in later versions,
