Allow webcast "audience" to be selected

Description
When a webcast request is created, the user should be asked for the visibility ("audience" ?) of the webcast. The options (for CERN) should be "Public", "ATLAS" or "CMS".
The entry in the webcast admin page should only be created when the webcast is public.

There are a couple of things to improve/fix:
1) each time we add a new audience from the admin area, there is a reload and we end up in the CERNMCU tab; can we do some AJAX and avoid the reload?
2) in the same page, it is impossible to add rooms, somehow the option is broken.
