Remove chairperson text modification forever

For instance here: ​http://indico.cern.ch/conferenceModification.py/data?confId=95631 one can modify the chairperson text. We want people to use the list of chairs and not that chairperson text.

So, we should remove it from the interface.

At the same time, we should allow managers to remove the text...but just to remove it. Not to modify it.
