Recording Request form minor changes

Change language of recording request form regarding speaker permission and add the condition of showing an error if form submitter selects "No" to question about speaker permission. Also add multilanguage tags.

I’d like to ask a modification in the recording request form in Indico.

The question “Have all the speakers given permission to have their talks recorded?” should be changed to “Do you commit to ensure that the speakers will give their permission to have their talks recorded?”. If the answer’s “no” then the form is not sent and a warning message says “We cannot handle this request if you do not commit to ensure the speaker will give their permission”.

The text “Here is the Recording Consent Form to be signed by each speaker.” should be followed by: “Please have this form signed by the speaker and return it to Audiovisual Service – IT-UDS – 50-1-004. We may not publish the recorded video if we do not get the signed release form.”
