Add a tag for Judgment Comments to Notification templates

Currently, the only field available for the notification templates which provides a submitter with feedback is the {abstract_review_comments} tag.

However, this only picks up the comments made by the person who marks the submission accept/reject, not the actual reviewers who are indicating propose to accept/propose to reject.

The latter is where detailed feedback is actually captured from the track managers.

Because this option is missing, the conference manager cannot bulk reject abstracts and still provide individual feedback to the submitters.

This would be possible if a tag was added to capture Judgment Comments from the track managers; i.e. those comments made when they propose to accept/reject.
