Default room for event and empty room

1) It should be possible to choose an empty room:

If I have a break, I cannot choose an empty room and it always inheriting from the session or conference level.

2) By default the room should be empty (now it is 1-1-025):

   Dear Indico team,


     people creating indico page for their meetings often complain about a minor thing, 
   that we believe can be changed very easily.

   If a person who created a meeting does not indicate any room the indico par default gives a room number "CERN (1-1-025)"  that appears in the agenda.

it will be better that par default the page will ssociates following: "No room defined" 

It is true that there is a small trick - to use  the option "Other room" however this requires attention of user.
Today most of meetings are par EVO or phone, so the default "No room defined" will be most suitable.

Also, add CERN as default value for location, but just in our server! not for external instances of Indico.

• When adding or editing a session, a contribution or a break, even if the "inherit from parent" checkbox was not checked it kept inheriting the field.
