Allow people to upload participants (and registrants) in CSV

Description

Very often people wish to bulk-import participants into their meetings. Since we do not (for security reasons) allow groups to be added to participant lists, this feature is crucial for big events.
It would be worth considering whether we want the same feature for conferences (registrants). I believe some users have asked for it in the past.
