Allow admins to pre-book rooms

I find it particularly annoying that every booking I create bypasses any approval process. Since I am an admin, all my bookings are automatically accepted, regardless of the status of the room.
So, I suggest that admins be shown both the "book" and the "pre-book" button for rooms that require approval.
