Description
A reviewer can always upload the paper on behalf of the author (even after 'To be corrected' action) but at the very beginning.
I mean, a reviewer can never upload on behalf of the author if he/she did not upload the paper at least once. We should enable reviewers to upload at any moment, of course the status of the paper would also change from 'Paper not yet submitted' to 'Submitted'.
