Provide dialect-independent translations

Description
We should focus on languages regardless of dialects (we are not going to produce two separate english versions of Indico anyway) and use 'dialects' only for things such as date standards. I think this is technically possible and will make things easier in the long run.
The simple solution is to change setLocale so that it loads 'en' instead of 'en_GB', 'fr' instead of 'fr_FR'... and rename the dictionaries accordingly.

v1.10? Isn't that a bit far away?
The objective here is not a complete new translation, but simple renaming of existing, en_GB->en, fr_FR->fr, es_ES->es.
On the other hand, I do not know, if you really want to do that and prefer to keep the country specific tables. Then this ticket should be closed. Maybe discuss the direction to follow? (Phone meeting with Thomas is scheduled for next week.)
